Climate Change, Adaptation and Integrated Coastal Management: Challenges and Prospects of Poor Communities
Climate change increases the vulnerability and threatens the sustainability of coastal communities. Using Grande Riviere, Trinidad as a case study, this paper found that the application of a projected minimum sea level rise scenario employing a geographic information system model, revealed significant beach erosion.
Leatherback turtles nest on the beach and the community depends on this aspect of tourism as a livelihood. The paper found that hard and soft measures exist for community adaptation to beach erosion. However, hard measures are difficult to implement because of the community’s limited adaptive capacity. The state and private sector are better equipped to plan and manage these measures. On the other hand, though an array of soft measures exists, a key finding is that a poor community can only plan, implement, and manage some of these. The paper highlighted mapping as a communication tool for building awareness and adaptive capacity among coastal communities. The paper concluded that integrated coastal zone management provides a useful framework for the use of hard and soft measures in adapting to climate change. These findings are useful to policymakers, regulators, investors, and communities who must negotiate the use and management of coastal space and resources in adapting to climate change. |
