Dr. Niven Winchester

Dr Winchester's research focuses on economic analysis of trade and climate change mitigation policies. Recent studies consider the cost of climate policy in the US, the impact of trade liberalisation, and the economic impact of border carbon adjustments. He also has an interest in sports economics, particularly sports predictions and sports ranking systems. Dr Winchester currently has a joint appointment at the University of Otago and the Massachusetts Institute of Technology.

The impact of the European Emissions Trading Scheme on Aviation and Implications for the Caribbean

The European Union (EU) implemented an Emissions Trading Scheme (ETS) for power stations and certain industrial installations in 2005. In 2012, the EU ETS was extended to aviation under directive 2008/101/EC. According to this legislation, all flights to and from the EU will have to surrender European Emissions Allowances (EUAs) to cover their CO2 emissions. Shortly after the introduction of the policy, several airlines in the EU and the US imposed EU ETS surcharges in order to, at least partially, pass on the compliance costs to passengers. This paper estimates the impact of including aviation in the EU ETS on tourists visiting Caribbean countries. The analysis considers both the impact of the policy on passenger arrivals from the EU and on arrivals from other origins, and evaluates a range of cost pass-through assumptions.
